Despite the reduction in large scale hostilities Low argues that Gaza remains trapped in a state of structural emergency, where humanitarian actors are prevented from moving beyond short term relief because of extensive restrictions on aid, construction materials, fuel, and operational access. She asserts that the central issue is no longer simply the scale of destruction, but the inability to reverse it despite the existence of a ceasefire
